I rather like the current system given the choice. Why do they stand in groups? Maybe because it beats standing by yourself? If there's 500' between the PlanetHollywood door and the Paris door, would you really prefer to be bothered every 80' on the trip rather than have all 5 at once offer you cards? If you're gonna take 'em, you'll take 'em all at once.
That would explain their enthusiasm for the job, but I doubt it's possible to tell which particular person handed out which particular card in order to be able to give the commission to the person. Maybe they get a slice, but the RJ article only mentioned that the company that hires these folks gets a cut. Yes, there is some sorta commission in it, but I don't think it's for the folks standing on the sidewalk. If you had a choice of using a shovel for 8 hours a day, or standing on the strip handing out trading cards for the same wage, which would you pick? And it's a pretty easy gig if you can tolerate standing in the weather for many hours a day. But it's a job they can get without any hassle, and because they live frugally and often in large groups, they actually manage to send money to families back home, or save enough to bring other family members over.
